Project of Rehabilitation of the Brasserie–Bagira Road (3 km), South Kivu Province – STEP/FSRDC Program
The objective was to contribute to the stabilization of Eastern DRC through the rehabilitation of essential basic infrastructure and the promotion of peace. More specifically, the project aimed to improve mobility in Bukavu, create local employment opportunities through THIMO, and strengthen community ownership of infrastructure.

The project was based on three main components:
It also integrated the mobilization of local labor and community awareness to ensure the sustainability of infrastructure.
The services included procurement, mobilization and selection of local labor according to FSRDC criteria, as well as the establishment of a management, monitoring and transparency system involving all stakeholders.
In collaboration with TEMPS International LLC, the Asbl CAAP-T ensured the award of contracts with selected companies, population mobilization, recruitment of local labor through a transparent process, as well as the establishment of the management and monitoring system, including community awareness and the use of digital tools for activity control.
The main deliverables included bid evaluation reports, signed contracts, activity and monitoring reports, databases of mobilized workers, as well as communication materials used to inform and raise awareness in the community.
The project demonstrated the importance of community mobilization and random selection to ensure equity in labor selection. The strengthening of local capacities, particularly through digital tools, improved the quality of monitoring. Better institutional coordination and strengthened advocacy proved essential to secure resources and protect local actors.
