Project Development Objective

The project aimed to contribute to the stabilization of Eastern Democratic Republic of Congo through the improvement of basic infrastructure and the promotion of peace.

Specific objectives:

  1. Rehabilitate the Brasserie – Bagira Road (3 km) to facilitate mobility and economic exchange in the city of Bukavu.
  2. Promote local labor through high-intensity labor works (THIMO) funded by FSRDC.
  3. Strengthen community ownership and sustainability of infrastructure through the involvement of local authorities and beneficiaries.

Components / Objectives

The project was structured around three main components:

  1. Rehabilitation works of the road track over 3 km (Brasserie – Bagira section).
  2. Construction and rehabilitation of culverts.
  3. Construction of civil engineering structures.

Additionally:

  1. Mobilization and use of local labor (THIMO).
  2. Community awareness to ensure ownership and sustainability of the infrastructure.

Expected Services

  1. Procurement: conduct restricted consultation, notify 18 companies, analyze 15 bids, and award the three lots to the lowest bidders (CIAC – Lot 1, GRADECO – Lot 2, EXTRA CONSTRUCTION – Lot 3).
  2. Local labor mobilization: register 817 candidates (397 men, 420 women), clean up the list according to FSRDC criteria (retaining 757), then recruit 116 workers (58 men, 58 women) through a transparent lottery, with a reserve list.
  3. Monitoring and management system: involve ALE CAAP-T, FSRDC, and Bukavu municipality in project monitoring, train community mobilizers and monitoring officers on tablet use for registration and labor tracking, and ensure transparency at every stage.

Services Delivered

  1. Procurement and contract award: after analyzing 15 bids, contracts were awarded to CIAC (Lot 1 – road works), GRADECO (Lot 2 – culverts), and EXTRA CONSTRUCTION (Lot 3 – civil works). Contracts were signed on November 1, 2017, with expected completion on February 28, 2018.
  2. Labor mobilization and recruitment: 817 candidates were registered (397 men, 420 women). After verification, 757 candidates were retained. A transparent lottery recruited 116 workers (58 men, 58 women), plus a reserve list of 116 candidates.
  3. Strengthening of management and monitoring system:
  1. Opening of a BCDC account for fund management.
  2. Training of the community mobilizer and monitoring officer in tablet use.
  3. Signing of the delegation agreement between Bukavu municipality (beneficiaries) and ALE CAAP-T.
  4. Public awareness via Radio Maendeleo and megaphones.
  5. Medical examinations of recruited workers at Bagira General Hospital (HGR), with fitness certificates issued.

Deliverables and Outputs

  1. Bid evaluation report leading to the contract awards.
  2. Signed contracts with CIAC, GRADECO, and EXTRA CONSTRUCTION.
  3. Quarterly and activity reports (January–May 2018).
  4. Minutes of coordination meetings held with CAAP-T and FSRDC staff.
  5. Database of registered, verified, and selected candidates (main and reserve lists).
  6. Communication and awareness materials (radio messages, posters, megaphones).

Lessons Learned

  1. Community mobilization and the lottery method fostered transparency and community ownership.
  2. Capacity building (FSRDC training, tablet use) was essential for improved monitoring and accountability.
  3. Logistical constraints (lack of transport and communication means) reduced field efficiency, sometimes requiring staff to use personal funds.
  4. Institutional coordination (CAAP-T, FSRDC, municipality, communities) was essential but required strict adherence to information flow and hierarchy.
  5. The sudden cancellation of the contract highlighted the need for stronger advocacy to protect local actors and safeguard invested resources.
